Occult has my favorite spell: Phantasmal Pain, which is persistent mental damage, while arcane has a close second: goblin pox, which causes sickened but requires being in touch range. Arcane also has reflex save damage and good AOEs, so I would go with arcane unless you are choosing between bard and wizard since bard is my second favorite class.
