Flora should be T1, she brings a lot of support with her birds and she works as a safety step to press pause and try again, she is also inmune to curses. Flora with Satrana can solo carry City 2 teams with 4.4 relics. Safiya against bosses is great, but she is not so great with camps, so maybe T1.
