Nirnhoned I'm unsure about, but I feel like you get so much Spell Damage from high Magicka pool already that it's not as useful to a build compared to more enchant procs or extra crit. TL;DR it's between Precise and Infused and depends what setup you're running, which will change in an optimised group depending on content.

Nirnhoned can still be useful on armor if you have the correct race/passives. A few weeks back I had my Breton sorcerer in 7 pieces of nirnhoned. Couple that with the Breton resist passive and a few CPs, you will have close to 30k spell resist (after buff).

To craft any nirnhoned items you'll need Fortified nirncrux for armor and Potent nirncrux for weapons. Nirncrux can drop when you loot a crafting node (ore/cloth/wood) in upper craglorn or from the surveys you can get for doing rank 9 daily crafting writs.
