Tagged and cursed is something they added to stop pistol/hatchet running. Basically, if you go into a raid with either just a melee weapon, or a pistol, the 2nd time you do it in a row (TO counteract it, just put on a rig or backpack, or take a primary weapon) Scavs will hunt you down and come for you.
You need 1 piece of gear (rig, backpack) and 1 weapon and your melee doesn't count to not be tagged and cursed. Seems like it's about the rig only in my experience. You can come in with nothing but a scav vest and a makarov and it won't happen, but come in without a rig and the scavs go crazy. It's kind of fun / funny but honestly a stupid and ...
I don't know 100% the exact requirements. But if you take a main weapon (so even just a TOZ), even without gear you don't get tagged.
