Lucian has mobility. Relatively speaking being half immune to slows isn’t game breaking at all. Alternatively a full damage Garen running into 5 ppl, 1 shotting a squishy and getting away with 10 % hp then healing back to full 20 secs later is arguably way worse with 0 counterplay and much lower skill dependency.. Lastly, a 3 - 4 + item Lucian with a standard build can crit for 700+ damage per AA.
